Virginia HB1325 Continues Momentum Towards Statewide C-PACE

The Virginia legislature recently passed an amendment paving the way to a statewide PACE program to further support the financing of energy efficiency and other upgrades to commercial buildings that mitigate the risks from flooding, natural disaster, and the impact of climate change on Virginia.
The bill (HB1325), introduced by Delegate David A. Reid (D) – House District 32, is available for review here.
The bill-signing follows a December 2021 announcement by the Virginia Department of Energy of a partnership with Virginia PACE authority to form a statewide program in which the agency stated: “Establishing the statewide program provides localities the option to be a part of the program. This will standardize C-PACE processes leading to an accelerated improvement in properties, lower carbon emissions and increased economic activity.”
